With the rapid development of the Internet and education informationization, a great number of middle and primary schools, following colleges and universities, have become part of this IT tide. By constructing advanced campus networks, they hope to provide for teachers and students with the quick and effective work and study environment that can meet modern elementary educations. Compared with the colleges and universities, the middle and primary schools have obviously backward IT infrastructures. They generally lack sufficient network construction fund, professional network plan and design, and professional maintenance and management staff. Nevertheless, the primary and middle schools are the fundamental education, vital to the long-term national progress and social development.
